It seems that when you select a group to page break on change, and then have the report footer give you the totals, you end up with a lone report total (grand total) page. WebKeep a group and detail together. Section export will allow you to keep detail together if you select that on the main and sub detail bands. To keep group together as well as print header on each new page you want to go to Report->Group Export.

The only idea that comes to mind is to count the lines printed, but I have a feeling that the same issue can occur. You would probably need a count of the records and the lines.
